SMART is accepting applications for appointment to the Citizens Oversight Committee

Applications are due by January 13, 2023

Residents of Marin and Sonoma counties are invited to apply for appointment to the SMART Citizens Oversight Committee (COC). The nine-member COC is an advisory committee established by the SMART Board of Directors and is comprised of private citizens who collectively represent the diversity of Sonoma and Marin counties.

Completed applications and supporting documents are due by Friday, January 13, 2023, and may be submitted by email to Leticia Rosas, Clerk of the Board, at COC@sonomamarintrain.org or submitted either in-person or mailed to:

About the Citizens Oversight Committee

SMART’s voter-approved sales tax, Measure Q called for the establishment of a Citizens Oversight Committee, whose duties include:

  • Providing input and reviewing the initial Strategic Plan and subsequent revisions of the Strategic Plan.
  • Receiving periodic updates from SMART staff on significant financial matters or annual budget.
  • Holding quarterly meetings and issuing reports, on at least an annual basis, to inform and update the SMART Board of Directors and Sonoma and Marin County residents on developments related to the Strategic Plan.
  • Receiving briefings on financial, budgetary, capital plans, and other strategic planning matters that may have a material impact on the SMART District.
  • Providing updates to the SMART Board of Directors.

Members of the COC should have relevant experience, skills, and knowledge to support their ability to advise the SMART Board on the Strategic Plans, including knowledge of financial, budgetary, capital, transit, and other strategic planning matters.

Members of the COC should reflect diverse viewpoints across the two counties and may be nominated by interested stakeholders and local organizations. These organizations may include, but are not limited to the following:

  • Local financial, business or taxpayer organizations
  • Environmental, voting, and transit advocacy groups in Marin and Sonoma counties
  • Major Sonoma and Marin County employers
  • Marin and Sonoma organizations representing seniors, veterans, and persons with disabilities
  • Advocacy groups representing bicyclists, pedestrians, and passengers
  • School districts and colleges. Parents and educators may be considered eligible candidates
  • Disadvantaged communities, minority groups and civil rights organizations
